If yes: These objects are ANNOTATIONs I guess.
Select this Hatch Dimension Blockreference or Text(?) and look into the Prop.Panel (Ctrl+1).
Is Annotation set Yes?
There is also a property like "align to layout".
If no: Start rotate command, select the object, read what Acad says [F2]
Any about locked layers? But then you can also not MOVE the object..

Objects rotate but new mtext and dtext items do not. If I grab an earlier text it will work but not with new text.

At time you are using this feature without to know about.
Start command STYLE, look into your current style, there is Annotation set to ON and also the align to Layout feature.
Use another style or change this property.
