How to turn it off permanently?

Open the xref manager (type "xref") then right click on the reference file and select 'Detach' this will permanently remove the reference file.

Do you think it is a solution?  I will find another computer or some one else to test.  I cannot test myself since I selected something like "Not to pop up this again..."

To restore pop-ups you dismissed go into OPTIONS command's SYSTEM tab, click on he HIDDEN MESSAGES SETTINGS button and check all the boxes that appear on the next pop-up.
