Rastor of architect stamp won't print in color

I am inserting a rastor image of my architect's stamp,  which shows up in color in a PDF file, but won't print out in color. I am inserting it on a layer that should print red, as my .ctb files indicates.  How do I get my stamp to print in color with black/white prints?

What are you printing to?
And what happens if you print to something else, using a different driver and device or output to file (DWF or PDF)?
Your LT version are listed in ABOUT command is what?

I'm printing full sized ARCH C sheets on an HP Designjet T130 wide format
printer. When I save as a .PDF file, the stamp is in red. But when I
print on paper it is not.
My ACAD LT is version 2019.

Print your PDF to the plotter creates color or not.
