Have you checked the template drawing?

Have you tried turning hardware acceleration on / off using 3DCONFIG?

Turn off LINESMOOTHING and LINEFADING variables and see if that helps.
If not, as noted by other, turn off hardware acceleration and see if that helps.

Is that the result of some mouse trailing? I see this even on my computer when moving Toolbars. This is a known issue and hopefully should be remedied in the near future with a Microsoft Windows update.

This might also be the result of a graphics card issue as described here.
