Line Command dimension

Beginner user, 64 bit laptop, Windows 10 V1803. Autocad LT 2018. I have always had trouble with Line Command when performing the following: Line>select starting point> try to enter inches with fraction of inches.  Drawing Utilities>Units> architectural>precision> up to 1/4inch. Model 1:1.  I enter number  with ft symbol, then dash then inch and fraction of inch.  Visual measure block turns blue & nothing is executed. Why? Works fine with whole number of FT & whole inches only.  Also when dragging line from start point, lowest fraction is at 1/2in.  Not 1/4 in.

How are you coming to the conclusion 1/2 is your only option? A common newbie mistake is to eye-ball a critical dimension instead of typing it, also forgetting to set UNITS command precision low enough to see smaller fractions they want, and possibly even forgetting to zoom in real close and set SNAP to 1/4 (in your case) and turn it on too.

Thank you for the info.  I did change the setting to 1/4" for the ossnap grid.  It was set at 1/2", thus now when dragging a line segment the dimension is accurate. Still, if I follow the steps, I cannot get the chosen dimension ( that I entered ) to create the correct length of the line segment.  So I : Line command>lt click start point>drag line(numeric values populate)>I enter in the box a single linear dimension such as 3'-11/4>enter> result is a line segment with a dimension Not equal to 3'-11/4 ( that's 3ft 1 and 1/4" ) ( Autodesk states that you can either use the ", or not, when the ' is used).

This is so simple...what is wrong w my workflow?

Correct typed entry is 3'1-1/4 for thirty seven and a quarter inches, not whatever you typed.
