Layout viewport issues

When I attempt to create viewports in a Layout page, I am unable to zoom to the part of the drawing I need.  The 'pan' and zoom features do not function properly, and are panning and zooming the entire page instead of the bit in the viewport.  I DESPERATELY need to be able to print out these drawings and am an office of ONE, and have been unable to locate the phone number for technical support that I should have access to with my LT subscription.  Has anyone else had this problem - or know how to fix it?  Does anyone know the phone number for tech support?  This is terribly frustrating!!!

FWIW explore using VPMAX command as another method of getting inside a viewport, if the intent is to move change the view of the viewport: if you have more than one viewport then simply select it before launching the command. VPMIN command gets you back to paperspace.
AND your locked viewports can stay locked.
