What is creating the black box in paper space? I want to see the whole screen as black not white.

The black in paperspace is the plotting area (a sort of preview of what area will be plotted).
You can change this by changing it in the page setup (right click on the layout tab).
Or type "plot" and change the plot area (what to plot), hit apply to layout and then cancel.
LTscale should be 1 (but that can depend on the loaded linestyles) and if you are working with different viewport scales set psltscale to 1 as well.
That black box is your paper space, that is the area that will be printed, you can change the color in settings, but your drawing should either be in model space and use viewports to place a view of the required area into a paperspace layout. or kept within the boundaries of the paper size you wish to use.
Although I have seen a few people use paper space this way it is not how the program is designed to work and creates much more work for you (and other people) when it comes to printing. It would be worth your while taking a basic course on Autocad to find out how the program is best utilised. And draw everything full size it makes everything else so much easier.
