Importing .xtp to should create .atc, right?

My colleague exported tool palettes for me to load into my AutoCAD LT 2019 - on the same shared network.

I import the .xtp files, and the palettes show up correctly. (i even go ahead and group them into my Palette Bar)

When I close AutoCAD and re-open, the palettes are gone.

I've searched same network location, and it looks like the .atc files were never created from the .xtp files.

I've searched all locations called out in my 'Tool Palettes File Locations' and i can't come up with anything.

 

Thoughts?
