importing a pdf that can be modified

I'm running autocad LT 2019.  Up until a week ago I could import pdfs that could be manipulated.  Now they only import as an underlay which is a unified block or image.  That has always been the case with pdfs that were from scanned documents but not from other drafting programs that printed to pdf.  Any ideas on how to get that original functionality back?

Is it possible that your are accidently using the PDFATTACH command instead of the PDFIMPORT command?

Thanks. When I enter pdfimport command I get a command box that opens and
says "select PDF underlay or " and I cant do anything. When I enter the
command "import" I get a dialog box that works with importing pdf files that
can then be broken down
