How to set default scale when inserting view?

I have searched the forum and can't find the answer to this here or anywhere else online.  Seems like it would be straight forward but.....

When inserting a view, from the Layout tab>Insert View, how do I set the default scale for that inserted viewport?  For example, after I insert a model view into paperspace, I need to right-click in order to choose the scale that I want.  I don't want to right-click anymore as it's an extra step that seems like it should be easily avoidable.

I know there is a setting somehow because I work with drawings developed by others and the scales are never the same and are usually what they were using as a default scale in their viewports.

In modelspace, during your named-VIEW creation process, what is your CANNOSCALE set to?
That's how it is done.

That wasn't working and then based on what you said, I thought something weird was happening.  the value I chose was not the one being offered first in the list.  It seems like the list was offset or something.  I SCALELISTEDIT and reset the list and that fixed everything.  Thanks!!

Unfortunately, it doesn't seem to be working anymore.  I'm really confused at this point.

Funny.  It changes depending on how large my selection area is in model space.

I assume that autocad is picking a scale for me based on what will fit in the paperspace layout, even thought the scale I want to use by default, but can't, will easily fit.
