Some of my viewports have grips only at their corners while others have them at side midpoints as well. How do I add them, or what setting will reveal them, on all viewports?

This is an AutoCAD default viewport using MVIEW command
This (these) is a viewport created with a closed PLINE using the OBJECT option in MVIEW command
If you always want to use the latter, you have to consciously and proactively only use the latter for viewport creation.
Is that what you are asking for?
Mview option Object, if you have an object with the shapeyou want
or option Polygon, to draw an irregular new viewport

Same results as MVIEW's default, and same solution needed there too (Object sub-selection instead) to get what you desire ultimately.
