Flash Symbol while inserting a block

What is this flash symbol in the bottom right corner indicating? Some block have it, some not. 

I checked the block and nothing inside it is annotative.

What could that be?

That symbol shows up for dynamic blocks.

I don't even know how I did this since I'm making new block for this project. How to remove this dynamic part to make it normal (simple) blocks?

I just realized what's the difference.
If I add the basepoint inside of the block, it becomes dynamic?
Do I even need this since I'm picking the basepoint while creating the block?

You only really need the basepoint if you want it to be somewhere different than the point you used as the block insert point at the time of creation.
