With autocad LT can I import a PDF file scale it and export it as a DXF?

LT2017 and LT2018 can convert PDF to DWG which you can them convert to DXF, if and only if the PDF is a vector and not a raster type http://visual-integrity.com/faqs/spotting-difference-vector-raster-pdf/

Otherwise, no, AutoCAD is not designed to convert pdf to dxf.

This depends on what version of AutoCAD LT for any releases earlier than 2017 the answer is no.

 

If you are using an older version of AutoCAD you could use the link below for suggested workarounds.

If you are using AutoCAD LT 2017 or 2018. You could look over the following.
