.DWL TO .DWG

Is this possible? I understood .dwl files to be a locking files that disappears. I asked a CAD Tech at a firm to send me a .dwg file for a client that we are doing some kitchen work for and they sent me a .dwl
This person told me that they saved it as a 2000 version and I should be able to do a save as. I have been unsuccessful and I get file in valid. Which made sense to me, but thought I would see if someone out here knows more than me and I am sure there is.

OK, forgive me, but, you talked with these folks, confirmed the file
extension, confirmed the file size, and they are very confident you got the
correct file?

And, are we talking about a super tiny 1k DWL file here? Which you can open
with Windows Notepad and see a single line of text noting who has the file
open DWL file?

They sent you the wrong file otherwise, you can't do anything with a dwl,
it's nothing but a file-lock log.

Accepted solution
Ask the fellow to use eTransmit to package the file for you as a ZIP file:
walk them through the process if necessary, ask them to skip the save down
(lamest excuse out there). If you need the file knocked down, grab
Autodesk's free viewer that is also a converter.
