Using 2016 LT and when i go to print A3 there is no issues. When i try to print to PDF it automatically goes to expanded A3, i change it to A3 and this means the border to the  tile box gets trimmed. If i tick fit to page it is ok but this would mean the drawing would not be to scale, although i am not sure you could actually measure the difference once printed.

Any ideas why i can't use A3 page size like i do for regualr printing?

I suspect the margins are different for the paper size A3 for the printer vs. the PDF driver.

I always set the margins to 0.0 on all sheet sizes to avoid this.

No two printers behave the same, or have the same margins: AutoCAD tries to help you by trying to preselect the appropriate page size when it can and it's doing so here most likely.

Ideally, ALL your default margins should be the largest/widest possible (yes, that means smaller viewport/print areas) if you want to be able to change printers at will without triggering this paper size change.
