What command are you talking about?

The SCALE command is the same and this command offer the option 'reference'

I see that you are visiting as a new member to the AutoCAD LT forum. Welcome to the Autodesk Community!

 

 The SCALE command works the same in AutoCAD and AutoCAD LT. There is a Reference option in both.

Align can also scale to reference
