When I dimension in paper space (which is all the time).\
The dimensions which are vertical on the page are always out by about .02mm (they are always less than the actual dimension).
I have just been changing it but it is taking a lot of time and I just want to fi it.
I am using AutoCad Lt 2014

Can you post a drawing that shows this, are you sure that the dimensions are placed correctly.

Unfortunately you can't see the cause of the problem from just a picture, can you post a dwg file, it doesn't need to be a full working drawing, just a few lines and dimensions that show this behaviour is enough.

That was a bit of a puzzle, for some reason your view was rotated on the X axis by 1°, which was throwing off your vertical dimensions.
