I am trying to copy& paste attached block to an new drawing, but I can't see this block on the new drawing.

Your posted block contains another block in it that is 89 (units of measurement) away from 0,0,0 (and the block's insertion point).Did you thaw/turn on all layers then zoom out to look for it? The objects in the file are also on three layers DETAILS, PLATE and REVISION (I just opened the DWG file and looked at it).

I am trying to copy & paste this block to an new drawing "Drawing1", but nothing shows on it.

In your sample, all the attributes are set to INVISIBLE. You need to change that first. use BATTMAN command in the source file to fix each and every one of the 13 attributes in that block.

just this block, I still do not understand this block shows up on the source file but not on an empty drawing if they are all invisible. I am working on Map 3D 2014

Why are they invisible in the source file? we can only go by what you presented to us.
