command window wont unlock

the command window won't unlock.

I moved it out of the way and when I tried to move it back it wouldn't move.

I double clicked the dark gray panel on the left, but it wouldn't unlock it.

it's now right in the middle of my screen. 😞 

is there a system var to unlock it.

Try changing the variable LOCKUI to 0.  There are different settings for locking floating or docked items or locking everything. 0 is nothing locked.
