I just ran into the same problem (wanted to expand the command lines, but undocked it instead and couldn't get it back...).
It turns out all I needed to do was press and hold the CTRL key. (This used to be so much simpler!)
Hey all, realize this is years later, but in case it helps anyone out:
For AutoCAD 2018 I had the same problem: an 'un-dockable' command line.
This worked for me:
- Click the Customization icon in the lower-right hand side (looks like three horiz stacked lines)
- Select 'Lock UI' and make sure it is checked. This will populate your shortcuts with an icon
- On the icon which looks like a screen with padlock in front - click to unlock.
- This should allow the command line to now be selected and moved.

None of the advice listed worked for me.
After command line disappeared, the above fixes only gave me an undockable text window (Command line)

Docked Command Line Re-Appeared.
CTRL+9 is the same as command CommandLine, it is for ON/OFF only.
Can you move(drag) the commandline?
If not check your LOCKUI setting.
Normally you can drag and dock the CL like all other palettes too.

So what exactly is your problem? the text window found by pressing F2 is a completely different thing to the dockable command line, and shouldn't be compared to each other. You have the commandline across the bottom of your screen are you hoping to do something else with that commandline palette? And no the text window F2 cannot be docked it is never intended to be docked, it can be dragged onto a second monitor but not docked.
I have no problem anymore, The CTRL+9 fixed my problem,
That is why i decided to post my fix on this board since this solution had not yet been provided.
