How do I get city blueprint and country blueprint fonts back?

Those are TTF fonts that would be in your C:/windows/fonts directory.  Did you change computers?

Those are not fonts bundled with AutoCAD/LT regardless of year version: they are bundled with Microsoft Office Software: Is this a new PC? Or did someone cleanup more than they should before installing Lt2024 for you?
Forgot to install MSOffice for you?

Or are you now MacOS based (this forum is by/for WindowsOS users) now where previously you used WindowsOS?
