Cannot edit scale properties

I created a custom scale 1=50 in which 1 paper unit equals 600 drawing units. Once saved I cannot go into the Edit Scale and edit the properties of which I just created.  It is greyed out. I can only edit the scale name. What am I doing wrong? I checked to make sure no viewport is using that scale.

Not sure I understand your scale choices but... I believe you can only edit annotative scales that are not in use by any object. I take it you already used it?
What exactly do you want to change about it? If you need to change more than the name wouldn't that be a new scale?

That's the thing. I have no objects or Viewports using that scale. Why would it be greyed out? That is what I am trying to figure out. See the attached image I previously posted.

Let's go over that again.

You create a new scale.
You try it out on objects. Not what you expected.
So you change the annotative scale to something else.
Then you decide to edit your custom scale.
BOOM! you cannot because you used it once already.

That's what I meant when I wrote IT IS IN USE.

Is that where you are now? If yes, and I suspect so, you need to use OBJECTSCALE command, select everything everywhere on your DWG file, and delete references to your custom created annotative scale first.

That worked for me thanks. I assumed that if I was scaling in a viewport and deleted the viewport that this would not be an issue. I appreciate the help.
