Is it possible to change to change the bullets and numbering size in a Mtext or is it always set to same size as the text type?

I created that in MS Word and pasted it in.
Here is the code behind the scenes, using Notepad as my MTEXT editor.

I guess you mean that If I create the text in MS word and paste into Mtext it should work.
That's the easiest way. AFAIK, there is no GUI for doing this inside of AutoCAD LT.
If you type in MTEXTED, and set it to "NOTEPAD", you can see all the formatting codes when you edit the mtext object (instead of the graphical editor). To set this back to normal, type in MTEXTED and set it to "internal".
