Do view ports exist in Autocad LT 2016?  How do you select views in Model space and move them to Paper space?

Yes.

Switch to a layout tab, type in the command MVIEW. Pick two points to form a rectangle, that is your viewport. Double-click inside the viewport to change to model space. On the View Ribbon tab, in the Views panel, find your named view and select it. This will change the view inside the VP to that view. You can lock the viewport after that to prevent zoom/pan changes.
