Which version of AutoCAD are you using? If you select the Drafting and Annotation workspace and then click on a Layout tab, the Layout panel should appear at the top right of your Ribbon.
Can you perform these steps and then show me a screen capture of your Ribbon?

When in paper space for layout purposes the interface should look like this, select "PAPER":

I don't even have the layouts tab in paper space.
Here is the screenshot with the ribbon expanded. I use BOTH toolbars and ribbon. Please see the layouts toolbar. It does not have anything other than adding new layout.
What is your RIBBONCONTEXTSELECT system variable set to?
What's under the VIEW tab? I no longer have 2014, your version might be too old for the tips offered here.

This did not help. I do not need to turn the Ribbon on and off. I am looking for a solution to why I do not have the Layout tab on the Ribbon.
