While initializing the AutoCAD 2017, I am facing the similar problem. Showing FATAL ERROR message. Not able to open the Software.

Have you tried the following...
Try logging in under a new Administrator Windows Account.
If you create a new account and can successfully open the drawing, you can either use that account or rebuild the user profile in Windows.
