Annotative Scale Question

I made a block in Autocad LT 2016 in 1:1 Scale. 
I clicked Annotative in behavior as well as make block orientation to layout 
When i insert the block into any scale it shows up way larger than it is supposed to

 

How do i fix this?

What is the CANNOSCALE of the Target Drawing AND what is the CANNOSCALE or within the Block Editor or Drawong File where the Block was created?

Was your block scale metric or inches and did that coincide with the scale you had set when you created the block?

My Cannonscale for both the block editor and the target drawings were 1:1

The block scale is inches
and yes they both were 1:1

Does the scale that you want exist in the list of Annotative Object Scales?

 

From Help: To Add Annotation Scales to an Annotative Object

Select an annotative object.
Right-click in the drawing area and choose Annotative Object Scale Add/Delete Scales.
Click Add.
Select the scale add.
Note: Hold Ctrl to select more than one scale.
Click OK twice to return to the drawing.

I just had to redraw my block alot small i.e. .5" rather than 6"
