Annotative Blocks Question

I have a control panel block that is 0.84' aka 10.08" wide at 1:1 in model space.  When I set annotative scales to 1"=20', 1"=60' and 1"=40' the silly thing is like 20 times, 60 times and 40 times wider in paper space.  I just can't seem to get it right.

I end up setting it as non annotative and just a consistent width just so it won't look stupid.  I'm very new to using

annotative text and can't seem to get the blocks right

If you have drawn your block at full size in modelspace it does not need to be annotative.
