I'm going through the data extraction process per a YouTube video that someone posted, and other videos I seen as well. 

 

Pretty much create an text with a point of 46.50'  clicking on the text properties it displays the x and y position and I can manually go in and type the Z position but the video doesnt show them doing that.  Some how the extraction knows the elevation based off the value typed in? Or maybe the point is on a layer at a specific elevation.  

Basically i'm trying to get the z position with the best automation and accuracy I can.

would it be possible to provide a link to the videos you are watching or some screenshots of what you are seeing?  The only way the properties palette would have a z elevation, is if it had somehow been previously specified, otherwise, by default everything is created at elevation 0.

and I think what you are saying is I have to give the points the z position for it to work, otherwise zero just shows up.

So after watching the first video, The person is not applying z elevation to the text, he is creating separate points.  If he would have selected the text, you would find that the text elevation is still set to 0.  The point elevations are taken from the text value, and combined in a list with the text x and y coordinates to place a bunch of Point entities into the drawing file. 

 

So what he extracts is the x coord, the y coord, and the contents of the text, which happen to be an elevation, that he can then feed back into the drawing as a z coord to achieve 3d points in the file.
