Xref fades too much when locked

My company uses certain colors for our Xref background (Color 146). When I lock the xref it fades so much its hard to see it. I tried fade control in option but it had little to no effect. Does anyone know how to address this other than changing the background color.

Have you tried LAYLOCKFADECTL and set closer to 0?

In that situation, you have both the XDWGFADECTL and LAYLOCKFADECTL System Variables to work with, which I assume have a cumulative effect.  Can you find a combination that looks acceptable, without making things on locked Layers that are not in Xrefs, or things in Xrefs that are not on locked Layers, "too visible"?
