Wildly inconsistent Units in one AutoCad doc. (Distances between parts change depending which object I measure to)

I have attached several screenshots below that show my issue. When I measure from point A to point B, the distance may be about 2, but if one of my lines attaches to a another object, even if the distance change insignificant, the distance would jump to over 60. 


Can anyone explain why this is happening? If it helps to know-- the outer squared lines on the bottom left are a block that was made with different units. Regardless, I don't know I would have multiple units in one drawing.

 

Furthermore, my units are set to 1:1 on the bottom right of the page, when I zoom in or out, this ratio does not change.

@csalleyUW2RF Share that actual DWG file here please so we can follow along PLUS examine your content or possible explanations. Or start turning off running OSNAPS then try your experiment again but this time actively select one relevant OSNAP at each point you select.

PS: zooming in and out has no effect on "plot scale" in modelspace, that's not a thing in AutoCAD. Perhaps you've seen that in other programs? Or inside an unlocked viewport in a LAYOUT in AutoCAD?

@csalleyUW2RF   I'm thinking your 2D drawing has some Z values in it and that what looks like a 2D drawing is actually in 3d; which would account for your inconsistent units.  I suppose this is the case because your UCS is showing the Z value rather than just XY....

Turn your drawing 90 degrees using the view toolbar to see if this is the case.

If the Z is displayed, then you are not looking perpendicular to the XY plane.

 

Command: UCS world

Command: PLAN current
