you can actually get it from the 2017 install files

this is where mine is located yours maybe different

here it is for Autocad 2017: D:\Autodesk\AutoCAD_2017_English_Win_64bit_dlm\x86\adskapp

It was not included with my install files.

Where can I download it for Autocad 2016?

Yes, the "ada-install" link is dead. Pendean's link worked for me. Interesting that I had to dig around this much to download this program...
