It is the right unit, or the one who saved the file used the wrong!

Open the file, measure a known length.

Is is drawn in meter or in inch?

If it is drawn in inch, the unit is correct..

You can change the unit of a dwg by command Unit or variable INSUNITS.

 

Exception: The unit is set to unitless(0), 

in this case and when you get unit inch in xref dialog, check your setting of INSUNITDEFSOURCE, set it to 0,

this way you earn unit unitless and unitscale 1
