What cause moving/copying Blocks/Xrefs keep regenerate and hard to move?

To the expert here. I just have a new Work Station (tower) with Window 10 with 2018 AutoCAD version. I notice that when moving the Xrefs and Block, its appear they keep regenerating and taking a while to move, its frustrating especially if the Xrefs/Block are big file. My back-up PC (Window 7 with 2018 version) have no issue like that. Any suggestion on what causing this? I appreciate any immediate response. Thanks.

A possible solution is set DRAGMODE to 0.

I had the same issue after upgrading to 2021. Switching dragmode off solved the problem.
