Unable to draw a rectangle?

Am using Autocad 2016.

 

I am not able to draw a rectangle.

 

The cursor only allows snapping horizontally from the origin.

 

How can I change the snap settings to allow a diagonal?  What buttons on the status bar should I push.

 

Thank you for your help.

Hi,

AutoCAD can only draw in the XY plane of a user definable coordinate system (UCS).

Looking to your screenshot shows me that your view is parallel to XZ and not XY, so set the UCS to view and start again to draw your objects.
