UcS Point cloud from recap

I imported a point cloud from Recap.
I created a cutout, set up a new Ucs. When I use the line command and go to the Autocad point cloud it looks for the nearest face, and I see that the viewcube rotates. So I can't draw on the level defined by the UCS.

How to solve?
I don't have dinamic ucs or 3b object snap on.
