im using a program that runs through cad, and everything that i insert is a block, and you can drag it onto the screen and click to place, however when i dimension the object, i have to do it in a 2d view, except when i switch back to 3d, the annotation will be for example 10037mm away and not attached to the object points.

When you add a dimension line the object vertices you click are projected to the current XY plane and the dimension line is added on the active XY plane.  The dimension that is given is not necessarily the distance between the two vertices as it is the distance between the projected points.

When dimension a 3D model in AutoCAD you should first set the UCS with an appropriate location and orientation.
