Autocad 2014, UCSICON-->ON-->Noorigin
I drag, as i release the mouse button-it returns to "it's place" in the lower left of the screen

"Noorigin" means the icon always jumps to the standard position lower left.
What are you complaining about?
When you drag the USC icon you only create a new UCS (the new origin will be where the icon dropped).

Command: UCSICON
Enter an option [ON/OFF/All/Noorigin/ORigin/Selectable/Properties] <ON>: OR

I had a mistake, it's not the UCS that i move, i PAN the drawing and the UCS icon jumps back to lower left.
UCSICON-->OR works good: i draw a line from 0,0, and the UCS stays there, at the beginning of the line and in the center of the screen when i PAN. UCSICON--> N causes this behavior

this is happened when ucsicon = Noorigin . the icon will follow you as long as your Pan command is active.

this is happened when ucsicon = ORigin . the icon will stay at 0,0 point regardless of your command status.

As others have said, for the no origin option this is the normal behavior.
