Hi,
I am a new user (AutoCAD 2020) and am trying to make a flower for 3D printing. I was able to add different layers of the petals but it does not make a difference in the elevation of the petals, having essentially no effect. Is there a way to insert new layers at different angles? Or how can I make the petals curve upwards at an angle, away from the base.
Please see the attached pictures for reference. I am trying to made a simple model of the flower in the picture. Thank you!

You haven't chosen the simplest to start with.
First you would have to start with creating crosssections of a petal. Every crossection is a closed polyline with different shape.:
Then you create a loft over every cross-section:
Then you start placing the petals like you want them. You might even scale them to create different size petals.
Create a 'solid' heart and base all petals are connected to and join them into 1 solid.
( have not gone that far 😉 )

Creating the base and heart are for 3D printing but are 'needed' dependent on how your petals are put together.
If there is space between the petals and you might print that part, the flower may not be connected and fall in pieces.
So if needed you should create a solid part to keep all subcomponents connected.
