Traffic Management Plans

Good day,

I need to do a Traffic Management Plan [TMP] for a mine. I have received an aerial photo from the surveyors. I have spent the time to trace all structures and roadways. Quatarly I am required to update the TMP. Every time I want to place an updated image above the lines, the lines does not match and is out of scale and rotation. 

1] What will the best Autodesk Package be to do TMP's? 

2] What can I do to Aerial Photos that need to be placed in the correct position in AutoCAD? 

3] Are there specific file formats to be used to insert/ imbed/ link images to the drawing to scale?

Please advise the right steps of doing this.

Regardin question #2 use ALIGN for both scaling and rotation.  For best results use the corners of buildings that are far apart as the reference points for your input to ALIGN.

Are the white objects in your picture what you traced from your original aerial photo?

Is the picture you posted the original photo or the new photo?

Hmmm...mines are tricky. You can see trees and the ground surface but you can't see the tunnels. Tricky, very tricky.

If you receive an aerial photo from the surveyor then it's  likely he gave you a photo that's georeferenced to real world coordinates. Why? Because surveyors deal with real world coordinates. When the photo is properly inserted, it doesn't need to be moved to the right location, doesn't need to be scaled, and doesn't need to be rotated to the north pole.

If your DWG has an assigned coordinate system then Bing aerial imagery, when turned on, will be consistent with your inserted photo. Bing will also be consistent with any future objects provided by the surveyor. Even if his new linework had coordinates of Lat/Long in degrees (as opposed to feet), you'd still be able to insert them, using the built in AutoCAD tools of course. Also, if you download then add georeferenced entities such as topographic contours, rivers, access roads, or updated imagery, then they'd also plop down accurately in modelspace. 

Just curious, are you able to turn on Bing aerial imagery? If you can, does Bing line up accurately with your existing photo and linework?
