Tooltip preventing clicks in model space

To explain what you are looking at here, when adding a label (of any kind, alignment station labels just seem to be the worst.) this tooltip pops up with relevant information. This happens to everyone, not just me. If you move your mouse in the direction of the tooltip, and the mouse gets over top of it before it scoots out of the way, the mouse leaves model space and goes onto the tool tip. This means any click will not register in modelspace and will instead act as if you are clicking on the tooltip. (Which does nothing.) You can do this yourself in your cad, it will be hard because it scoots out of the way really quickly, but if you have ever tried to pan with a middle mouse click and it didnt go through while labeling this is almost certainly the cause, not a misclick.
Now in my case, its really bad for some reason. So I need to get rid of it.
I have disabled all tooltips in every setting i could find. it never goes away. The tooltip as you can see in the video is right up against the mouse curser, where as other labels it appears further away making it a non issue.
As I scroll south east, you can see the mouse leaving model space everytime it hits the tooltip, this is why it is so jumpy. When I scroll north west away from the tooltip you can see it is completely smooth because the mouse never leaves model space.
