toolpalette customization

i am trying to make a tool palette that has customized tool or block that can be shared by all on our network.

while i can make the tool palette cannot get it to copy so all can use it or export it. i have tried all the fixes shown and none seem to work i cannot make a copy of it or copy the tools i need to.  any ideas

This help doc has some suggestions. If sharing from a network location, make sure that it is read-only for users so that they don't accidentally modify it.
