Title Block file is read-only when XREF'd

Hi all,

There's a title block that's being referenced by all the drawings in a set, and whenever anyone on my team tries to edit the title block file (including myself) it says that it's in use. When all files are closed that reference the title block, then it becomes editable.

Folder structure and title block file all have "Read-Only" turned off.

Any ideas?

If others are using the title block as xref then that's how it works. READ ONLY

Same as Image.

I've always been able to edit referenced title blocks before. In the past, once the file was saved all users get a "Reference Out of Date, Click here to Refresh Xref" message.

What is literally everyone's settings in OPTIONS here? It only takes one to be different...
