Text won't turn off

I have text and a box around the text, on the same layer. When I turn the layer off the lines (box) turns off but the text doesn't. The text is annotative and I have to open the dialogue box and turn it off from there. Why doesn't it turn off with the layer? Thanks in advance for your help.

it seems that we have an attribute annotative block .. if that right then you should know that the rectangle and the text are not have the same layer. also if you use Layfrz command .. any changes ? if do you want more help please attache your CAD drawing here for testing.
