Text element rotation angle is incorrect

I have this drawing where text elements that are drawn in 0 degree angle, have 270 degree angle under properties. What causes this and how can this be reverted back to normal?

This is probably very simple to fix but was not able to find correct words for solution search.

Usually it is because the world cs is not the same as the ucs.  In this case rotated -90 degrees.  Try PLAN <enter> World <enter> UCS <enter> World <enter>
