Is intel i3 7th gen processor with 8gb ram and 2gb graphics enough to run autocad and 3ds max smoothly.

Only if you are very casual user that never wants to deal with complex files.

Of note:

CPU Type: 1 GHz

Memory: 4GB (8GB required for large datasets, point clouds, and 3D modeling)

Display Card: DirectX 9 (DirectX 11 compliant card recommended. 128 MB VRAM or greater required for large datasets, point clouds, and 3D modeling)

Your setup sounds like it's more than the bare-minimum required to run AutoCAD well. The only time you should really notice performance issues, as has been said, is when using large datasets, etc.

,,,and the system requirements for 3DS-Max are >>>there<<< 😉

3DS-Max has to do with rendering, it uses multicore, so an I3 can't be a processor I would like to use, even not for the smallest project!
