Sheet Set Manager View Label Block not working as expected

I'm stuck on this one, hoping someone with more experience with these tools can point me in the right direction.

I have a View Label Block with Sheet Set Placeholders set up. When I insert a model view, the block comes in but the fields are not updating from placeholders:

If I right click on my view in the "Sheet Views" tab and select "Place Label View Block" it comes in correctly:

Anyone have an idea why it's not working in the first case? I've never tried to configure this before so I probably just missed something, but I can't seem to figure it out.

Are the attribute definitions set to Preset?

They are. I just tried toggling them off. The problem remains unchanged.
