Selecting layout tabs does not switch to them

Frequently, when I click on layout tabs, it does not switch to them. It stays on the tab or model space Im in at the time. The tab appears to be selected, but it is not the current window. In order to fix it I need to select a different tab, then back to the one I want. AutoCAD 2021, Windows 10 Pro. This happens on 2 different workstations I use. Any idea why or if there's something I can do to fix it? Thank you.

Is your viewport on a locked layer?
Do you have layer 0 off/frozen?
Are you sure you are clicking on a viewport and not an outline above it?

Your exact 2021 version as listed in ABOUT command is...?

My viewports are not on a locked layer and zero is not off or frozen, however this is about selecting layout tabs, not viewports. I can pick viewports no problem. My CAD version is 47.0.0 2021

Got it, sorry I misunderstood: your 2021 is not current, you have an update to install, then restart your PC.
R163.0.0 2021.1.2 is current.
