Scrolling issue

Dear all,

Could you please help me with this:

I am in model space -> I scroll with my mouse -> my drawing is zooming in and out (and this is fine)

But

I hover my mouse over my properties palette -> my drawing is zooming in and out again... 

I have to click on the palette to start scrolling. In my previous offices, I could hover over the palette and scroll automatically...

In your other office your mouse activated the palette you were hovering over for you without you clicking most likely: what else was different, where they docked on a second monitor perhaps?
Let us know more about your current setup, software versions, mouse driver etc. Thanks.
