Scroll wheel not panning or zoom extents

I am using Architecture 2020. My mouse was working fine, then I attempted to copy and paste a large amount of data and everything froze. Once it caught up, my scroll wheel no longer has zoom extents on double click and the pan on holding the scroll wheel down only moves the drawing a very small distance and a magnifying icon shows on the screen. Escape does not make this icon go away, only another click of the mouse. How do I restore these commands to normal?

What is MBUTTONPAN set to in AutoCADARCH?
What is ZOOMFACTOR set to?
What is the scrollwheel set to in your mouse driver?
Is your UCS rotated?
Is it acting like this in ALL files, or just this one?

What is your mouse driver?
Have you tried a second mouse?

Is your keyboard SHIFT or CTRL key stuck in the down position?

Mbuttonpan is set to 1
Zoomfactor is 60
Scroll wheel set to zoom
UCS is normal
This happens in all drawings. I am using another computer right now with no issues, but I won't be able to use it for long.
Second mouse has same issue.
